What is JusProg?
JusProg e.V. is an association.
The association aims to help children and young people online.
We have a child protection programme called JusProg.
The programme is free of charge.
It can be used by parents, teachers and anyone else who works with children and media.
Grandparents can use it too.
JusProg e.V. was founded in 2003 by German internet service providers.
They wanted to develop filtering software.
Their aim is to better protect children and young people online.
Parents can decide whether they wish to use a programme that protects their children.
They decide which websites are permitted or not permitted.
They authorise or block the websites themselves.
The Commission for the Protection of Minors in the Media (KJM) confirmed in 2012 that the programme protects young people.
In March 2017, the Voluntary Self-Regulation Organisation for Multimedia Service Providers (FSM) approved the new JusProg software for Windows.
This approval was reaffirmed in March 2019.
The mabb has declared the approval invalid.
The mabb is the State Media Authority.
The FSM and mabb/KJM are in dispute.
The issue is whether the approval will be reinstated.
The dispute centres on the approval.
The FSM, mabb and KJM are the parties involved.
Who is JusProg?
Our members provide financial support to the JusProg association.
The state does not support the association.
The members are mainly companies from the German internet industry.
They aim to protect children and young people online.
JusProg’s service is free of charge.
Our team has been checking and assessing websites since 2003.
We regularly train our staff, who are called Netagents.
First, the spider scans the pages.
It checks which age groups the content is suitable for.
This is how the assessment is carried out.
The spider adds dangerous pages to a filter list.
Human reviewers then check these pages.
Age classification carried out by humans is more important than that carried out by machines.
How do we protect them?
The JusProg filtering software checks whether a website being accessed is suitable for a child.
It compares the website’s address with a list of content that is unsuitable for the internet.
If the website is on the list, it is not displayed.
The website is not suitable for children.
The list covers all topics and types of content.
These are unsuitable for children and young people.
The criteria for assessing websites are very comprehensive.
They are important for the protection of minors.
Only the content on the page is assessed.
No personal preferences or opinions are taken into account.
Is JusProg a form of censorship?
This is solely about the protection of minors, as required by law.
We do not wish to practise censorship.
You can use the service voluntarily and free of charge.
The programme has a whitelist function.
Parents can unblock sites by entering their password.
Parents decide whether or not to block a site.
They use the filtering software to do this.
Website operators can place a label on their sites.
The programme recognises this label.
